ECP joins the NDRC Low Carbon Alliance

The US-China Energy Cooperation Program (ECP) has joined the Low Carbon Alliance (LCA) – a coalition of Chinese and international organizations and companies dedicated to support the realization of China’s low carbon development policies. Organized by the National Development and Reform Commission’s (NDRC) climate change department, the LCA seeks to serve as a communication platform for enterprises, institutions with the Chinese government to promote low-carbon policy guidance and to support the implementation of China’s low-carbon policy.

China has set as a national goal to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005. To achieve this, the State Council designated NDRC to promote low carbon provinces and cities. Since 2010, NDRC’s climate change department has designated forty-two provinces and cities to adopt low carbon practices in environmentally sustainable urban planning, industry development, transportation systems, building managements and lifestyle.

The LCA was announced in a public ceremony in Beijing on June 24th hosted by NDRC Vice-Chairman Xie Zhenhua with other key Chinese government agencies and LCA members. Government agencies represented include Ministry of Industrial and Information Technology, Ministry of Environmental Protection, Ministry of Housing and Urban Rural Development, Ministry of Transportation, State-owned Assets Supervision and Administration Commission, and National Energy Administration.In addition to ECP, LCA members include Sinopec, China Vanke, China Energy Conservation and Environmental Protection Group, Haier and Lenovo as well as the US-based Environmental Defense Fund.

ECP members who attended the LCA announcement included Applied Materials, Birtley, Boeing, Caterpillar, Cummins, Dow Chemical, FloDesign, Intel, Honeywell, Johnson Controls, LanzaTech, LP Amina, Pinnacle, and Westinghouse.

In May, ECP’s Energy Efficient Building Design Working Group (EEBD) held a roundtable with the NDRC’s climate change department to discuss how China can achieve its low carbon city objectives.
