U.S.-China (Jiangsu) Gas Industry Workshop

On January 10,2019, National Energy Administration (NEA), U.S. Trade and Development Agency (USTDA) and U.S.-China Energy Cooperation Program (ECP) hosted the U.S.-China (Suzhou) Gas Industry Cooperation Workshop at Grand Dushulake Hotel in Suzhou Industrial Park, with the support of the U.S. Consulate General in Shanghai, Energy Bureau of Jiangsu Reform and Development Commission (DRC) and Suzhou DRC. This is the fourth workshop of the U.S.-China gas industry cooperation series and the first in 2019. It was moderated by Ms. Wang Qian from the General Office of NEA Oil and Gas Division with the active participation of over 100 industry experts, U.S. and Chinese corporate representatives from Jiangsu region and other parts of China. Representatives from 14 American enterprises, such as Altec, Cheniere Energy, Emerson, EY, GE-Baker Hughes, Hunton Andrews Kurth LLP, IronRock Energy, Johnson Controls, Nguyen& Chen LLP, attended this workshop.  

Wonderful keynote speeches by experts from the industry followed opening remarks by Deputy Director General of Jiangsu Energy Administration Yuan Huanming and Executive Director of ECP Ma Li. Chief Representative of Hunton Andrews Kurth LLP Beijing Office Mark J. Thurber observed the progression of the U.S. gas market regulation; Vice President of the Director Board of Chongqing Petroleum and Gas Exchange Xiong Yinzhou shared thoughts on China’s natural gas development and industry supervision; Partner of EY Law Hong Kong Lynia Lau explained the development of LNG long-term agreements; Chief Representative of Cheniere Beijing Office Jia Ying presented on U.S. gas market dynamics and advantages of the U.S. LNG model; Division Director of Jiangsu Energy Administration Oil and Gas Division Zhao Bing spoke on natural gas developments in Jiangsu; Global Co-Chair of Latham& Watkins Energy Oil& Gas Industry Group David M. Blumental focused on US natural gas trade and futures market; Deputy General Manager of Shanghai Petroleum and Natural Gas Exchange Wang Zhixin introduced marketization of gas trade in China; Senior Energy Advisor of IronRock Energy Elicia Waggener talked about risk management in commodity markets; and Director of GE Baker Hughes China Business Development & Fullstream Li Xun shared insights on gas storage construction and management.

Following that, General Manager Assistant of CNOOC Gas and Power Trading & Marketing Branch Hong Hao; President of PetroChina Natural Gas Marketing Company East Branch Hou Chuangye; Deputy General Manager of Jiangsu Huadian Energy Corporation Fan Aibing; CEO of SuChuang Gas Corporation Du Shaozhou; Partner of EY Americas Tax- China Overseas Investment Winona Zhao and other distinguished guests discussed issues relating to U.S.-China gas market regulation and trading systems focusing on multiple dimensions. The workshop successfully concluded after remarks from Division Director of General Office of NEA Oil and Gas Department, He Jianyu. 

 

To promote further communication and mutual understanding between guests, Deputy Director General of Jiangsu Energy Administration Yuan Huanming and Division Director of General Office of NEA Oil and Gas Department He Jianyu led a delegation of 20 guests on a visit to the Future Energy Exhibition at GCL Group on the morning of January 11, 2019. This workshop along with the on-site visit aims to facilitate energy transition and rapid development of natural gas in Jiangsu province, a significant factor in terms of gas consumption in China. It also hopes to create opportunities for U.S.-China cooperation in natural gas industry.
