US-China Clean Energy Roundtable Meeting in Xining

Qinghai US-China Clean Energy Roundtable Meeting, jointly hosted by US-China Energy Cooperation Program (ECP), Foreign Commercial Service of US Embassy, Qinghai Economy and Information Commission (Qinghai Investment Promotion Bureau), was successfully held at Qinghai Hotel in the morning of May 26, 2015. US Ambassador Baucus Max, Director General of Qinghai Economy and Information Commission (Qinghai Investment Promotion Bureau) Huang Wenjun and Executive Director Geoff Jackson addressed the forum. During the meeting, Qinghai Energy Bureau introduced development situation and favorable factors of renewable energy in Qinghai and further development planning for solar thermal and photovoltaic power generation construction. Qinghai Department of Commerce introduced Qinghai current situation of foreign investment attraction and welcomed further cooperation with US enterprises. Qinghai Development and Reform Commission, Qinghai Department of Science and Technology, Qinghai Department of Environment Protection, Qinghai Department of Commerce, Xilin Iron & Steel Group, Qinghai Investment Group, Qinghai Salt Lake Industry Group, State Grid Qinghai Electric Power Company and Yellow River Upstream Hydropower Development Co. Ltd were invited to attend the forum. Bright Source, First Solar, Solar Reserve, Lockheed Martin and Birtley made keynote speeches regarding successful solar thermal power generation project, thin film efficiency and performance, molten salt storage tower technology, waste power generation, battery storage, smart grid, aquaculture, sludge disposal and resource utilization, high salinity wastewater treatment technical.  Yellow River Upstream Hydropower Development Co. Ltd introduced recent construction on hydroelectric, solar photovoltaic and thermal electric power generation, and US-China energy cooperation project--the Qinghai Delinghai Solar Thermal Power Generation Project in particular. Of particular concern is the contract signed by Bright Source, Shanghai Electric Bright Source Thermal engineering Co. Ltd and Yellow River Upstream Hydropower Development Co. Ltd under witness of Hao Peng, Governor of Qinghai Province and Baucus Max, US Ambassador one day before the meeting. According to the contract, three companies jointly invested to construct concentrating solar-thermal power projects of 2*135MW energy storage system in  order to develop, construct and operate solar thermal power stations as well as produce and sell electricity. Both sides demonstrated that they would further strengthen their cooperation, conductively carry forward cooperation project and try their best to start to construct from September.

Geoff Jackson, Executive Director of US-China Energy Cooperation Program and Bradley Harker, Senior Commercial Officer demonstrated that this roundtable meeting was a remarkable opportunity to supportively carry out further cooperation between US-China enterprises using ECP as a cooperation platform.  Deputy Director General of Qinghai Foreign Affairs Office Guo Genwang hosted the meeting and gave summary speech, strengthening achievement of US-China cooperation in Qinghai and looking forward to further cooperation. Other attending ECP members included IBM, Baker Botts, Dow and GE.
